ປະຫວັດຄວາມເປັນມາ/Background (RDA and project)

The Rural Development Agency (RDA) is seeking a Project Coordinator to work on the Influencing the perceptions and beliefs of Youth (17-25) in Lao PDR on Sexual Health and Gender Norms through Entertainment Education (InYouth) Project. The InYouth project is centred around the youth driven development of a 8-episode entertainment education web drama focused on influencing the perceptions and beliefs surrounding Sexual Health and Gender Norms.

RDA is an indigenous Lao social enterprise and the project lead agency. RDA Vision is to become a model agency that inspires and empowers rural communities. RDA mission is to facilitate a holistic self-sustaining capacity strengthening and a quality provision of services in community education, environmental health and livelihoods. In addition the project has 1 primary partner agency Mind Media acting as the consortium lead on Entertainment Education. Mind Media indigenous Lao social enterprise that operates with the objective of Education for Sustainable Development of Laos.

The project is funded by Voice an innovative grant facility that supports the most marginalized and discriminated people in ten low- and lower-middle income countries in Africa and Asia. It aims to amplify and connect thus far unheard voices in efforts to leave no one behind. Voice is an initiative of and financed by the Ministry of Foreign Affairs of the Netherlands as part of their overall policy framework ‘Dialogue and Dissent’ and is executed by a consortium between Oxfam Novib and Hivos. This project is funded under Voice Innovate and Learn Grant Scheme.

The right applicant shall be highly organized, good at prioritising, personable, detail focused and willing to assist in all aspects of Production. You will be working in a busy environment and must be able to handle multiple tasks and tight deadlines; a background in documentary and/or current affairs shoot set-ups is preferred. This is an office-based job.

 

ຈຸດປະສົງຂອງຕຳແໜ່ງ/Employment Objective

The main responsibilities for the Project Coordinator are to manage and oversee the quality and timely implementation of the project and activities under the Influencing the perceptions and beliefs of Youth (17-25) in Lao PDR on Sexual Health and Gender Norms through Entertainment Education (InYouth) . The Project Coordinator will be responsible for recruiting staff members and consultants for the project, and for coordinating and monitoring the work and the deliverables of staff and consultants contracted by RDA and Mind Media on behalf of the project, to ensure that submitted deliverables hold a high quality and are submitted on time. The Project Coordinator is also expected to participate in advocacy and policy dialogues with decision makers and counterparts on issues included in the project, which mainly pertains to Sexual Reproductive Health and Gender Based Violence reduction for Youth. The Project Coordinator will also be responsible for liaising with all project partners and collaborators and for briefing RDA Director and Program Manager in a timely manner on progress and obstacles with regards to the implementation of the work plan and the quality of the work conducted.

The project coordinator will report directly to the RDA Program Manager and Director.

 

ໜ້າທີ່ຮັບຜິດຊອບຫຼັກ/Key Roles and Responsibilities(job tasks):

  1. Ensuring timely and duly management of the project and implementation of all activities listed in the Work Plan (WP) in accordance with the rules and regulations of RDA

  1. In conjunction with Program Manager develop TORs and recruiting staff members and consultants to conduct work on specific activities and objectives set forth in the work plan;

  2. Managing and guiding staff members and consultants contracted by RDA and Mind Media to work on the activities and objectives listed in the WP, and ensuring that their work is conducted in a timely manner and hold high quality

  1. Reviewing all deliverables and reports to be submitted to VOICE prior to submission and liaise with staff members and consultants to ensure that the quality of the deliverables and reports submitted to VOICE are according to relevant guidelines, TORs and hold the expected standard of quality

  1. With support of the Program Manager and Director ensure accurate and timely submission of quarterly and annual activity progress reports, financial reports forms to VOICE

  2. Collecting data and conducting monitoring and evaluation activities per RDA policies with participation of other project staff where relevant

  1. Responsible for monitoring budget expenditures and supporting proper recording of financial records in line with RDA policy

  2. Ensuring facilitation for audits in accordance with RDA requirements and VOICE requests

  3. Ensuring transparency and adherence to procurement regulations in procurement processes

  1. Liaising with Mind Media, VYC, and other partner agencies throughout the project cycle, informing RDA Program Manager and Director on progress and obstacles in the implementation and provide necessary documentation upon request from VOICE

  1. Coordination with partners and stakeholders;

  2. Help co-ordinate travel, and accommodation, youth interns, cast and crew.

  3. Any other tasks deemed necessary to achieve the project objectives according to the requests of RDA.

 

ຄຸນວຸດທິ ແລະ ປະສົບການ/Qualification

  • Must be incredibly organized multi-tasker, able to meet tight deadlines and have great attention to detail.

  • Good Word, Excel and numeracy skills.

  • At least 1 year experience as a project coordinator on similar projects

  • Past experience working on youth centered projects preferred

  • A good communicator at all levels

  • Fluent in Lao and working ability in English. Additional Ethnic Language skills a plus

  • Must be proficient in report writing
